The parliament in Ukraine has passed a bill that would enable some prisoners to fight in the armed forces at a time when the military is facing a critical personnel shortage and Russian<\/a> forces continue to advance on the battlefield.<\/strong><\/p>\n

The action on Wednesday represents a reversal of Ukraine’s stance on the issue.<\/p>\n

For a long time, Kyiv had opposed the move and accused Moscow of enlisting inmates to bolster its forces.<\/p>\n

Africa Today News, New York reports that the legislation would need to be signed by the chairperson of parliament, the Verkhovna Rada, and President Volodymyr Zelenskyy before coming into force.<\/p>\n

\u201cThe parliament has voted yes,\u201d MP Olena Shuliak, head of Zelenskyy\u2019s party, said in a Facebook post sighted by Africa Today News, New York.<\/p>\n

\u201cThe draft law opens the possibility for certain categories of prisoners who expressed a desire to defend their country to join the Defence Forces,\u201d she said.<\/p>\n

Mobilisation would be voluntary and open only to certain categories of prisoners.<\/p>\n

Among those not eligible to serve include those found guilty of sexual violence, killing two or more people, serious corruption and former high-ranking officials, Shuliak said.<\/p>\n

Only prisoners with under three years left to serve on their sentence may apply, she said. Any prisoners who are mobilised would be granted parole rather than a pardon.<\/p>\n

The organisation Protection for Prisoners of Ukraine, which had lobbied for a measure allowing prisoners to fight, was disappointed with the adopted text.<\/p>\n

\u201cWe support the idea behind the law, \u2026 but the text that was passed is discriminatory,\u201d the NGO\u2019s head, Oleg Tsvily, said.<\/p>\n

\u201cThey got rid of leave for [fighting] prisoners, and we don\u2019t know if they\u2019re meant to fight until the war ends \u2013 which could mean longer than their sentence,\u201d he explained.<\/p>\n

Tsvily said he feared the creation of \u201cspecial units\u201d for mobilised soldiers would lead to abuse against prisoners.<\/p>\n

\u201cIt\u2019s like in Russia \u2013 redemption by blood. \u2026 Anyone willing to fight will be put in one unit and commanded like meat,\u201d he said.<\/p>\n

He was referring to reported practices of the Wagner mercenary group of sending waves of convicts into assaults likened to \u201cmeat grinders\u201d.<\/p>\n

Russia has recruited prisoners to serve on the front lines since the first days of its invasion in February 2022, initially offering presidential pardons for six months of service.<\/p>\n

The practice was spearheaded by Yevgeny Prigozhin, who was filmed touring Russian prisons to recruit foot soldiers for his Wagner Group.<\/p>\n

More than two years into the war, Kyiv is grappling with how to recruit enough soldiers to repel an intensification of Russian attacks on the front lines.<\/p>\n
